arcaptyp-ai is running

Operator-owned Anthropic-proxy server. v0.1.0 — skeleton only. The POST /v1/messages proxy + GET /v1/usage + GET /healthz + budget gate land in phase 02 of ai-capability-bundle; the MCP (generate_text, get_usage, set_budget, list_models) lands in phase 03. No end-user-facing UI is shipped on this service — the operator console lives in arcaptyp-control-plane.
